Demand for director creates furor in NERIST

NIRJULI, Apr 12: Irked by the attitude of the Ministry of Human Resource Development (MHRD), the students'community of the North East Regional Institute of Science and Technology (NERIST), Nirjuli, under the banner of the Students Union of NERIST (SUN) staged a protest rally inside the campus, demanding immediate posting of a regular institute Director.
Hundreds of students voiced their protest on Tuesday inside the campus holding placards and banners and shouting slogan against the MHRD for their lackadaisical attitude towards the premier technical institute of the region.

On Wednesday, the student's community intensified their agitation by locking the main gate and obstructing the movement of faculty members inside the campus, which forced Vice Chancellor RGU Professor Tamo Mibang, who also holds the charge of Director to rush to NERIST to speak to the agitating students.
It is said that Professor Mibang clarified that he has no interest in holding the
charge of Director, but stated that he had to comply with the directives of the MHRD,
which put him in charge of the institution. Earlier, then Director In-
The students' community informed that they have been demanding for a regular and permanent Director since 2014 but the MHRD has been unable to meet the demand.
It was also reported that the Board of Members (BoM) which oversees the appointment of Director in NERIST has had no Chairman since 12th December, 2016.
When contacted by this daily, Registrar NERIST informed that after P K Barbora's tenure as Chairman of BoM was over in December 2016, the file for new appointment of a BoM Chairman is awaiting for approval in the MHRD.
It is also reported that NERIST is flooded with guest lecturers and has a shortage of permanent teaching staff.
12 UTPs escape Chongkham Outpost, 4 recaptured

CHONGKHAM, Apr 12: Twelve Under Trial Prisoners (UTP) escaped from the Chongkham Police Outpost in Namsai district on Tuesday evening at around 7:30pm.
OC Thomas Pertin informed that the 12 UTPs had asked one of the guards to repair a fan inside the lock up. When the guard entered the lock up, the prisoners allegedly pushed him aside and managed to escape.
Out of the 12 UTPs, four have been recaptured, which include Sikhari Chakma, Shigonsizi Chakma, Nakaba Chakma and Rajiv Neog.
The other escapees have been identified as Tajum Tayeng, Chitiso Chakma, Boxsu Chakma, Choto Chakma, Raju Mohan Chakma, Bikram Handique, Chikho Chakma and Kutum Mangpang.
This is the third time that UTPs have escaped from the Chongkham Police Outpost.
There have been repeated instances of UTPs making a jailbreak over the past several years. While some had been arrested for petty theft and other offences, some escapee prisoners were under trial for kidnapping, murder and other notorious crimes.
In August 2012, three UTPs had escaped from the district jail in Assam's Lakhimpur. Two of the escapees, Mazibur Rahman and Budh Ram Nayak were facing trial for the rape and murder of two girls at Ganga Market during 2008 in Itanagar.During that time, only one accused, Farook Islam, involved in cases of several thefts, was apprehended and the search for the other two was on.
Similarly, in November 2015, four UTPs lodged in the district jail at Jully basti
made a jailbreak, which was noticed when the sentry was taking a headcount. Three
of the escapees, namely Dora Sanjoy, Monoj Phukan and Raju Pegu were under trial
for their involvement in the infamous kidnapping and murder of a Kerala-
Following the jailbreak of the four UTPs, 10 jail wardens, including a chief warden in the rank of ASI and one head warden were suspended on charges of dereliction of duty.
More recently in November 2016, seven UTPs escaped the Daporijo Police Station early morning after breaking the main entry door. However, all escapees were arrested within 48 hours from different locations of Upper Subansiri district. Following the incident, five police, including one guard commander were suspended.
Bridge over Pachin River to be a reality soon
NAHARLAGUN, Apr 12: The much awaited bridge over river Pachin near the Naharlagun Helipad, which would connect Naharlagun with Borum village, is soon expected to become a reality.
Though the scheme was approved for Bailey bridge, a strong and permanent steel bridge is required and the authority has initiated for it already. Necessary approval and sanction was accorded by the present government with an estimated cost of Rs 5.49 crore.
When contacted, Naharlagun PWD Division Executive Engineer Techi Nabo informed that tender process for construction of 90 mtrs steel bridge over river Pachin is almost completed and work awarding process is being initiated shortly. The bridge would be of 4.5 mtrs breadth, which will accommodate two vehicles at one go. The work is expected to begin by end of this month, Nabo added.
Meanwhile, Chief Engineer, PWD, (WZ) Katung Wahge said that the bailey bridge which was earlier proposed was not in the position to bear the load of heavy vehicles and in order to accommodate all types of vehicle, new alterations have been made. "We understand the traffic problems affecting citizens of the Capital Complex. Therefore, in the greater interest of the public we are going ahead with a proper steel bridge and hopefully it will ease traffic congestion in Naharlagun," said Wahge.
The proposed site for construction of bridge over river Pachin has been inspected by several ministers in the last few years, including Chief Ministers, Deputy Chief Minister, Parliamentary Secretary (PWD) Parliamentary Secretary UD cum Local MLA, officers and engineers of the PWD. Proposals were prepared and sent to the government on many occasions but were never passed.
However, this year, the authorities, led by Deputy Chief Minister cum PWD Minister Chowna Mein and local MLA Techi Kaso took the decision to go ahead with the project in order to minimise traffic congestion on NH 415 at Naharlagun.

Misri stated that due to difficult terrains in the border of Arunachal Pradesh and Myanmar, proper linkages could not be established between the two countries. He suggested the state government to invite the chief ministers of the bordering states of Myanmar on winter festivals like Pangsau Pass to invigorate bilateral relations and cultural exchange programmes. He further assured to take up other issues discussed in the meeting with the governments of India and Myanmar.
Earlier, Mein requested Misri to initiate measures to restore the Pangsau Pass and Still Well Road to revive the border trade between Myanmar and Arunachal Pradesh. The Deputy CM also asked him to take up steps to upgrade the Currency Exchange Office and Trade Center at border point to facilitate the movement of people and border trade with the Government of India.

India and Myanmar signed a Treaty of Friendship in 1951. The visit of then Prime Minister Rajiv Gandhi in 1987 laid the foundation for a stronger relationship between the two countries.
They discussed on strengthening stronger relationship between India and Myanmar through North East India.
The Governor, while reiterating Prime Minister Narendra Modi's vision for the development of North East Region through 'Act East Policy', emphasised that people of the region must come above their personal agenda and strengthen social empowerment. Road communication and more people to people interaction must be established.
It is pertinent to mention that large population of Indian origins live in Myanmar.

Tezu airport is almost ready

Now, only a few necessities, like pruning of trees in the vicinity and other unauthorized activities to facilitate smooth landing of flights remain to be seen.
Lohit DC Danish Ashraf directed the representatives of the Airport Authority of India (AAI) to submit detailed observations of what remains to be done for early operation of the airport by the district administration. He said this during a meeting to ensure completion of the airport at the earliest possible.
Ashraf informed that a calibration flight testing was already completed earlier. "This is near about to the airport being already functional, but we want to leave no stone unturned before opening the airport for public use", he shared.
The construction of Tezu Airport, which was lying more or less defunct, got a head start after active persuasion by the district administration. "This will put Tezu and Lohit district as a whole in the Air Traffic Map. Further, it will improve air connectivity for neighbouring districts like Lower Dibang Valley, Anjaw, Namsai and Dibang Valley", he said.
Earlier, an executive order was issued to nearby dwellers to desist from unauthorized planting of bamboos and tress. To ensure this, gaon burahs were directed to make people aware about security requirements for the airport. Mumbai NGO to sign MoU with six govt schools in state
ITANAGAR, Apr 12: The Indian Fellowship Centre, an NGO from Mumbai has agreed to have a Memorandum of Understanding (MoU) as 'Fellowship Link School' with six schools from the state.
Governor of Arunachal Pradesh, P B Acharya, who is the President of Upanagar Shiksha Vidhyalaya, Mumbai (Sabarban Education Society) has taken the initiative to strengthen emotional and national integration as well as academic education. Accordingly, the MoU for exchange of students and teachers for short duration and cultural exchange will also be worked out.
The Deputy Commissioners of Tawang and West Kameng districts will identify two schools from Tawang district and four schools from Dirang, Bomdila and Bhalukpong administrative circles from West Kameng district, which will be connected with Mumbai's educational societies.
The Governor expressed hope that such initiative will bring the youths from the strategic border area states like Arunachal Pradesh to the people of metropolitan cities and rest of the country. It will facilitate better understanding of traditions, customs and practices and also help in cultural exchanges, he said.

The Deputy CM said that the approval for the four lane highway from Itanagar to Bandardewa has been obtained after a long persuasion and effort by the state government and he strongly felt that this four lane highway should be constructed at any cost.
He called upon the people of the twin capital city and all the stakeholders to cooperate with the district administration and the execution agency for smooth construction of the road as it would ease the traffic congestion in the Capital Complex after completion. He further said that the road would benefit each and every individual of the state and appealed to the people to keep the state's interest above individual interest.

Mein suggests NABARD to upscale its support to agri sector
ITANAGAR, Apr 12: A delegation of the National Bank for Agriculture and Rural Development (NABARD), led by its new General Manager Dr Gyanendra Mani called on Deputy Chief Minister, Chowna Mein on Wednesday and appraised him about NABARD's priorities for the state of Arunachal Pradesh.
During the meeting, Deputy CM Mein asserted that NABARD should upscale its support to the agriculture sector in the state, especially for strengthening the agri marketing system to ensure remunerative prices for various crops grown by the farmers in the state. He requested NABARD to make available its functional and operational expertise to state departments as and when required or sought for. He also highlighted that suitable budgetary allocation has been made in this year's budget for creation of scientific storage,
drying yards, auction centers and other required infrastructure for the benefit of farmers of the state.

Governor calls for early constitution of Puroik Welfare Board
ITANAGAR, Apr 12: Governor P B Acharya called for expediting the constitution of the Autonomous Puroik Welfare Board as per the two Government Committee reports.
Expressing his concern for the Puroik community, the Governor hoped that the State Cabinet and the concerned officers would go through the details of the High Powered Committee reports regarding the Puroik Community.

New base camps for Mt Kangto discovered
ITANAGAR, Apr 12: Two new base camps for climbing the Mount Kangto peak in East Kameng district were discovered by a team of mountaineers led by Everester Tapi Mra recently.
The identification of the base camps at 12,500 ft from sea level-
The team reached the base and glacier areas of the mountain after nine days of trekking via Lada circle of East Kameng district on April 4 last.
According to Mra, the landscape of Kangto glacier and its base areas were quite similar to that of Mt Everest.
He also said that the team had come across stones that have markings of the ITBP at 9920 feet, declaring it as base camp of Kangto.
"However, the ITBP base camp is located beyond a day's trekking from the newly discovered base camps," Mra added.

TEZU, Apr 12: An awareness camp and training programme on Protection of Children from Sexual Offences (POCSO) Act, 2012 was held at BRC Hall under the aegis of the Department of ICDS.
The programme started with a session on juvenile related cases, wherein resource person and advocate Sasamlu Minin explained in detail about various procedures for appeal and disposal of juvenile related cases. Resource persons from the Police Department also elaborated on filing of complaints under relevant sections of IPC.
It is pertinent to mention here that nine cases have been registered under the POCSO Act in the district since 2013 to 2017, out of which, seven were registered in Tezu circle and two in Sunpura circle.
The district legal services authority explained on the rights of victims to avail free legal services under this Act, which was followed by a presentation from the medical team on various facilities and aid to minor victims. The programme ended with a group discussion on the POCSO Act.

ASBA mourns death of BAI president
ITANAGAR, Apr 12: The badminton family of Arunachal Pradesh expressed shock and grief over the sudden and untimely demise of Dr Akhilesh Das Gupta, President of the Badminton Association of India (BAI).
"Das Gupta was a role model and a pioneer in developing badminton across the country. His sudden demise has created a void in the growth of badminton in the country, which will be difficult to fill", said Arunachal State Badminton Association (ASBA) Secretary Bamang Tago.
"His sincerity, dedication and commitment for promotion of badminton would always be remembered in the years to come," he said.
The members of ASBA in a condolence meeting here observed two minutes silence as a mark of respect to late Das Gupta.
The ASBA has also announced to keep off the game on April 13 throughout the state by all affiliated badminton associations/clubs in respect to the departed sports administrator.
While conveying deep condolences to the bereaved family to bear the irreparable loss, the ASBA prayed for eternal peace of the departed soul.

The decision of Cabinet Committee on Economic Affairs to list 11 Central Public Sector Enterprises (CPSEs) on stock exchanges is a very good move. The listing of CPSEs will be done through public offer of shares upto 25 per cent of Government shareholding, which may include offer of fresh shares for raising of resources from market. Major CPSEs which will be listed include Rail Vikas Nigam Limited, Indian Railway Finance Corporation Limited, Indian Railway Catering and Tourism Corporation (IRCTC) Limited, Bharat Dynamics Limited and IRCON International Limited.
The listing is expected to encourage public participation in Central Public Sector Enterprises and also make them more accountable. Many CPSEs and Public Sector Undertakings have been performing badly and are becoming burden on government exchequer. It is time government identify such sick entities and explores various possibilities in this regard. Unfortunately most of CPSE and PSU just do not seem to be working with motive to make profit. They always depend on government for funding to run day to day business. Year on year, losses are increased rather than profits or market share. PSUs expect government to fund them to continue running the organization. Government collects taxes from people to utilize it for welfare of the common men. However, large portion of the tax money is being spent on PSUs debts. Hopefully in coming year government will work out solution to revive ailing CPSEs and PSUs for the greater interest of the nation.

Liquor and livelihood
Dear Editor,
A recent study says that women suffer from depression as a result of alcoholism of their husbands. Dancing to the tune of alcohol, these husbands neglect their families, squander their money and became violent towards their wives. So, it is a crying need to curb drinking for the sake of women and children of our country. Government needs to rehabilitate liquor vendors in a sober business but in no way livelihoods of a few people can become a bigger issue.

Half hearted assurance

It's very sad to know that our seven MLAs which includes one minister, one deputy
speaker and many parliamentary secretaries are ineffective and our present government
led by Chief Minister Pema Kandhu is also giving half-
I would not even spare our three MPs which include one Union Minister, specially Union Minister Kiren Rijiju to whom this concern areas have given maximum votes in previous Lok Sabha election.
They should never underestimate public. Hopefully, soon they all should realize the need of fully functional administration with its own DC and SP at Likabali for Lower Siang District. Patience of public is crossing its limit.

Recruit more engineers
Dear Editor,
With great pain, I am writing this on behalf of all frustrated and unemployed youths in the state.
Its very disdaining to learn that the rate of recruitment in the Dept of Power is very slow as compared to other depts. The dept has not created even a single vacancy for Junior Engineers (JE) in last three years. On the other hand, civil concerned departments have created and recruited around 150 JE posts in last two years.
It feels the recruitment process in power dept has stagnated causing huge surge in unemployment level among graduated youths.
Department of Power is one of the major departments of the state and has its offices in almost every blocks of the state. In spite of that, the recruitment is too low in the department due to various hidden unexplained reasons.
Dept not being able to publish even a single JE post in last three years speaks a lot about irregularities and lack of importance given to new posts and talents.
There are around 300 students graduating every year in the said dept. The state govt and the concerned dept have huge responsibility ensuring their career within the state. Most of the youths pursue the course with dreams of serving the state. But meager jobs washes their dreams away.
Therefore, the state govt and concerned dept needs to take rapid action and ensure proper and continuous recruitment process in days to come.
